Hatcher Pass Special Land Use District

The Borough creates Special Land Use Districts (SPUD) to protect the public health, safety, and general welfare of residents of an area and to promote growth and development in a balanced way between private property rights, use of natural resources, public investment in community facilities and services, and protection of the natural environment.

The Borough owns approximately 3,000 acres within the Government Peak Sub-Unit. This land is where the majority of the proposed development will occur.

While not finalized, considerable time and effort has been invested in the development of the proposed Hatcher Pass Special Land Use District and related policies and standards. The District's development began in 2004 with an inventory of previous planning efforts for the area and a review of other municipal zoning ordinances and development guidelines for other resorts and recreation areas.

A citizens' advisory group was formed in early 2004 and their meetings took place through the spring of 2006. The citizens' advisory group was composed of members of the Fishhook Community Council, representatives of the development community, and other interested groups including representatives of Friends of Mat-Su.

Although not yet adopted, the draft SPUD was reviewed by Borough Advisory Boards and the Fishhook Community Council. The Borough's Planning Commission invested a considerable amount of time on the proposed District and related policies and standards.

The Borough Assembly held public hearings and ultimately decided to postpone any further action on the draft SPUD until results from the Environmental Analysis could be completed and the Assembly adopts a conceptual plan for development of the area.
