General Information The Alaska Department of Transportation and Public Facilities (DOT&PF) is in the process of completing a Categorical Exclusion for the proposed Seward Highway Milepost (MP) 99 to MP 105 Bird to Indian Road Improvement project. Based on public input and analysis completed to date, DOT&PF is proposing to resurface the existing roadway, add two 12-foot-wide auxiliary passing lanes from approximately MP 99 to MP 100, add a 10-foot-wide paved multi-use trail from Indian Creek west to Indian Road along the north side of the highway, and construct a trail undercrossing at Indian Creek Bridge to connect the proposed trail on the north side to the existing pedestrian facilities on the south side of the highway. This project has been developed in accordance with the following special purpose regulations including Sections: 4(f) of the Department of Transportation Act; 106 of the National Historic Preservation Act, 7 of the Endangered Species Act; and Executive Orders 11988 (Floodplain Protection); 11990 (Wetlands Protection); 12898 (Environmental Justice); 11593 (Protection and Enhancement of the Cultural Environment); and 13112 (Invasive Species).
