The Dowling/Spruce Spruce Street Area Snow
Disposal Site Conditional Use Permit (CUP) was approved
October 11, 2010 (Resolution
2010-032)
by the Planning and Zoning Commission. The site
is owned by the MOA Heritage Land Bank; MOA Street Maintenance is the managing
authority.
Some conditions of the permit are summarized below:
- The service area for this snow disposal site is
approximately five square miles, generally identified as the
area bounded by
Tudor Road
to the north, the New Seward to the west, and Abbott Road to the south.
- The site will be enclosed by a 4-foot tall berm and an
8-foot tall noise barrier fence to reduce any potential
noise and visual impacts to the surrounding residences.

- Snow storage height will not exceed 30 feet.
- Site lighting will include one LED light at the snow
disposal entrance. This light will only be turned on during
hours of operation.
- An Operations and Maintenance Plan will be enforced at the
site that addresses: Litter Control, Dust Control, Noise
Control, Security Plan, and Best Management Practices.
- Due to the proximity of the snow disposal to
AWWU Well #13, measures will be put in place to protect
water quality. Shallow monitoring wells will be installed to
monitor water quality. Also, snow with elevated levels of
chloride (i.e. snow from roads which have been sprayed with
a salt melting agent) will not be accepted.
- Hours of operation will be 7 AM to 7 PM,
Saturday through Friday during winter months. The disposal
site will be closed on Sundays. This site will not be in
operation during the summer months.
Construction is expected to begin in Fall 2011. Construction
notices will go out to residents most impacted by
construction activities prior to the start of work.
