PROJECT NOTES
DOWL HKM provided a full range of services for the Municipality of Anchorage (MOA) on the West Northern Lights Boulevard (WNLB) Upgrade. The project involved reconstruction of WNLB, between Nathaniel Court and Wisconsin Street, (approximately 0.8 miles) and included improving ADA accessibility in the corridor, trail access, constructing safety and capacity improvements to address the growth rate in the corridor, installing a piped storm drainage system, curb and gutter, landscaping, traffic signalization, and street lighting. DOWL HKM prepared a draft and final Design Study Report which evaluated several build scenarios and a no-build scenario. DOWL HKM performed the topographic survey and geotechnical investigation and provided traffic engineering services to model the traffic using several growth scenarios.
DOWL HKM also coordinated the utility undergrounding phases for the MOA. The utility undergrounding phase presented a particular challenge because of the numerous underground utilities that already exist in the corridor, including a 10-inch steel fuel line running between Anchorage International Airport and the Port of Anchorage (operated by Tesoro Petroleum). DOWL HKM provided construction support to the MOA throughout construction.
